Testing an igniter or a squib involves a contradiction: you have to pass current through the device to confirm it is electrically sound, but any current above that device's no-fire current will set it off. The test current a general-purpose multimeter injects on its resistance ranges was never designed for this and has no guaranteed ceiling, which is why it has no business in a circuit containing an energetic device — and why dedicated igniter testers exist.
